SUEZ Breaks Ground on Organic Solvent Recycling Project in Chongqing, Supporting Sustainable Development of Industrial Parks
As a long-standing partner committed to delivering integrated water and solid waste solutions for industrial parks and enterprises, SUEZ celebrated the groundbreaking of the organic solvent recycling project in Chongqing’s Changshou Economic and Technological Development Zone (“Changshou Park”).
- The project will be jointly invested in, constructed, and operated by SUEZ and its partners1 under a 30-year service agreement. Phase 1 is designed with an annual treatment capacity of 30,000 tonnes, with a total investment of approximately RMB 190 million. The project is expected to be completed and commissioned by the end of 2027.
- This represents a significant milestone for SUEZ in Chongqing, extending its service scope from municipal and industrial water to waste resource recovery. This will support Changshou Park’s environmental objectives while contributing to the broader transition towards greener and more sustainable industrial development of Chongqing.
Li Maotao, Deputy Secretary of the Changshou District Committee and Mayor of Changshou, said, “This project reflects the strong partnership between SUEZ and Chongqing Zhongjida Environmental Protection Company and sets a new benchmark for environmental management in industrial parks. It marks an important step in Changshou’s ambition to build a world-class chemical industry cluster and promote intelligent, green and integrated manufacturing. Changshou will provide strong support and high-quality services to help enterprises thrive and ensure the project’s timely construction and operation. And we look forward to deepening cooperation for shared success.”
Addressing challenges in waste organic solvent disposal
Using a fully integrated, closed-loop approach, the facility spans the entire value chain — from collection and regeneration to reuse. Leveraging advanced purification technologies, hazardous waste solvents are restored to industry-grade specifications for reuse, transforming a waste stream into a valuable resource.
It is expected to help industrial clients avoid up to 36,000 tonnes of greenhouse-gas emissions per year. This circular approach delivers clear environmental and economic gains. It reduces the risk of hazardous liquid waste contaminating water and soil, while also cutting resource extraction and life-cycle carbon emissions when compared with the use of virgin solvents. In turn, using recycled solvents lowers customers’ raw-material costs. This innovative approach demonstrates how circular solutions can generate lasting benefits for the environment, the economy, and society as a whole.
Providing integrated environmental solutions combining technology, investment, and operations for municipal and industrial customers in Chongqing
SUEZ has had a presence in Chongqing for nearly 25 years, progressively expanding its business services scope from water supply and wastewater treatment to industrial park environmental services. SUEZ is also a strategic shareholder of Chongqing Water Group and Chongqing Sanfeng Environment, both leading public companies in China’s water and waste sectors, with a total investment of over RMB6 billion in Chongqing.
Changshou Park is a national green and circular economy demonstration zone, home to leading industries in natural gas chemicals, new materials, and green pharmaceuticals. It has attracted renowned domestic and international companies, including BASF, Inex, LG, Sinopec, Sinochem Group and Fosun Pharma. It is one of 22 industrial parks served by SUEZ in China and was selected as one of the top 30 high-quality chemical parks nationwide in 2024. The mature service model, created through collaboration between SUEZ and the park, provides reliable environmental service guarantees for the park and its enterprises.
Since 2011, SUEZ has been providing Changshou Park with industrial water supply and wastewater treatment services. It has a designed industrial water supply capacity of 240,000 m3 per day and an industrial wastewater treatment capacity of 40,000 m3 per day, serving over 400 enterprises. The launch of the organic solvent recycling project will further enhance the environmental operations service system, supporting high-quality development.
1 SUEZ, Chongqing Zhongjida Environmental Protection Technology Company Limited, and Chongqing Energy Investment Company Limited hold 45%, 45%, and 10% equity stakes in the joint venture, respectively.
